NEWS FROM THE FIELD
35th ANNUAL CHIEF PROBATION OFFICERS
CONFERENCE HELD IN SAN ANTONIO
From September 30 to October 3, 2007, the Texas Probation
Training Academy, a division of the Correctional Management
Institute of Texas, held the 35th Annual Chief Probation
Officers Conference at the Omni Colonnade Hotel in
San Antonio, Texas, where more than 170 community corrections
professionals were in attendance. The theme of this
years conference was “Celebrating 35 Years: Remembering
Probation’s Past.”
The conference commenced on Sunday, September 30,
2007, with a golf tournament. That evening a reception
was held at the hotel, during which Doug Dretke, Executive
Director of the Correctional Management Institute of
Texas, introduced all of the new chiefs in attendance.
On Monday Monica Bein of aha! Process, Inc., spoke
on the compelling subject of “Bridges Out of
Poverty.” Also speaking on Monday were Vicki
Spriggs, Executive Director of the Texas Juvenile Probation
Commission, and Bonita White, Division Director of
the Community Justice Assistance Division of the Texas
Department of Criminal Justice.
The day concluded with the Awards Reception, during
which Vince Herdman with Tarrant County Juvenile Services
was recognized as the Outstanding Juvenile Resource
Training Officer of the Year. Linda Burnett of the
Polk County Community Supervision and Corrections Department
was named the Outstanding Adult Resource Training Officer
for 2007. The recipient of the Distinguished Service
Award went to Robert L. Thornton, President of the
Community Corrections Institute, who has conducted
countless hours of safety training through the Academy.
On October 2, 2007, Vicki Spriggs provided an update
on recent legislation impacting the juvenile probation
discipline while Shannon Edmonds, Director of Governmental
Relations with the Texas District and County Attorneys
Association, discussed legislation influencing community
supervision and corrections departments. In addition,
Austin attorney Sheila Gladstone spoke on the subject
of interviewing and hiring employees. On Tuesday afternoon,
Vaughn Donaldson, District Chief with the Midland Fire
Department, provided an interesting presentation on
the development and use of a critical incident stress
management team.
Concluding the day was a reception, during which a
panel discussed probation’s past. Panelists included:
former Chief Probation Officer Dan Richard Beto, a
past President of the Texas Probation Association and
the founding Executive Director of the Correctional
Management Institute of Texas; Roy K. Robb, retired
Chief Probation Officer and a former President of the
Texas Probation Association; Judy Briscoe, a former
President of the Texas Corrections Association who
held key administrative positions with the Texas Juvenile
Probation Commission and the Texas Youth Commission;
Steve Swan, Director of the Liberty/Chambers Counties
Community Supervision and Corrections Department and
the longest tenured Chief Probation Officer in Texas;
and Tom Plumlee, Director of the Tarrant County Community
Supervision and Corrections Department and Chairman
of the Probation Advisory Council.
Following the panel discussion, Dan Richard Beto,
on behalf of Roxane Marek, President of the Texas Probation
Association, who was called away from the conference
to testify in a court proceeding, presented Steve Swan
with a proclamation recognizing him for his 33 years
of dedicated service to the courts and citizens of
Liberty and Chambers Counties and for being the longest
tenured Chief Probation Officer in Texas.
On Wednesday, the final day of the conference, Beverly
Chiodo, Ph.D., provided an interesting presentation
on character driven success.
